An appeal has been made to corps diplomatique by
Peking Government to discontinue allocation of some part
of surplus of customs and the South sa disunion is
encouraged by such a division and I have told my
colleagues that this is also my view and a request for
payment of accumulated surplus already allocated to
Southern has been refused to it by my colleagues. I think
one might wait to see how far they are prepared to go
in refusing any other allocation which is requested,
If union is to be favourably affected by Foreign
influence it mist now be exercised in amarete form and
opportunity for this has been given by threat from Southern
party.
I will interview my Japanese, French and American
colleagues on the subject tomorrow.
